Orlando Commuter Rail Would Impact Polk Cities
Winter Haven has a tentative deal with CSX to sell 932 acres of city property to build a rail terminal that the company says will bring thousands of jobs to the area. That deal relies on a $23 million subsidy included in $235 million held up by Scott while he contemplates the future of the line that will connect downtown Orlando with Volusia, Seminole and Osceola counties.
CSX's proposed Winter Haven rail terminal would be needed to handle traffic that will move from the Orlando-area rail lines CSX currently uses to rail lines that run through downtown Lakeland.
The Orlando-area lines will be used by SunRail.
"Of course, we are all hoping the governor signs the bill. That's the key factor in getting the project started," said Winter Haven Commissioner J.P. Howell. "Once the money is there, then CSX will have only six months' time to get out of Orlando. That means CSX will have to start moving forward here in Winter Haven. That means jobs and economic growth."
But not everyone in Polk County wants SunRail approved and CSX in their backyards.
"This is going to be the new freight superhighway and that's going to have dramatic effects," said Julie Townsend, executive director of The Downtown Lakeland Partnership, which opposes the change.
She said if SunRail is approved it makes the rail line that runs through downtown Lakeland the only freight line in the state.
That means a lot of freight trains in downtown Lakeland, she said.
The state could build new lines that can reroute the traffic around Lakeland, Townsend said, but that's not the plan yet.
"In this economy, I can't imagine the state ever investing the dollars into rerouting freight rail around a small city in Central Florida," Townsend said.
The Winter Haven city commission first approved an agreement with CSX in 2005. That original agreement has since been extended by the commission eight times over the last six years.
"I don't think we are conducting the city's business in the city's best interest," said Jamie Beckett, the lone dissenter when the Winter Haven City Commission agreed to an eighth contract extension in May.
The problem is, Beckett said, the city and CSX agreed to a price in 2006, and since then, CSX has not closed on that deal because of "outlying factors."
During the past six years, the city has continued to maintain the land and has kept it off the market, allowing CSX to "string the city along" while it waits on the state's subsidy, he said.
