Oregon short on girls sports, complaint says
PORTLAND — Nearly 100 Oregon high schools — including nine in Lane County — have been listed in a federal complaint claiming that school districts have failed to provide high school girls with equal opportunities to play sports.
The complaint filed with the Office of Civil Rights of the U.S. Department of Education claims 60 school districts have violated Title IX — the 1972 federal law that requires equal opportunities for males and females at institutions that receive public funds.
The complaint also argues it is not enough to simply offer girls sports — school districts must also ensure participation levels remain steady or increase in relation to the school’s enrollment of girls.
Lane County schools listed in the complaint include South Eugene, North Eugene, Churchill, Sheldon, Willamette, Springfield, Thurston, Cottage Grove and Oakridge high schools. Other high schools listed include Roseburg, Sweet Home and Marshfield in Coos Bay.
The federal agency’s regional civil rights office in Seattle declined to say who filed the complaint. The office is determining “if they are appropriate for OCR investigation and resolution,” Jim Bradshaw, a U.S. Department of Education spokesman in Washington, D.C., said in an e-mail.
The executive director of the Oregon Schools Activities Association and many school district officials said they were unaware of the complaint and could not comment until they had a chance to review it.
“We’ll cooperate with any kind of official investigation that is launched,” said Jay Remy, Salem-Keizer School District spokesman. “It would be surprising to us if someone were to say we were not compliant.”
Using 2006 data, the complaint lists the schools from largest to smallest in disparity, which is the difference between the percentage of girls who are athletes compared with the percentage of overall female students.
About 30 schools top the list with double-digit percentage-point gaps in the number of girl athletes to girl students, according to the complaint.
Portland high schools had among the lowest disparities, including Cleveland High, which was listed as having a 2 percentage-point gap, or about eight girls.
