West Branch passes budget; no tax increase

Taxes will remain the same with Clearfield County residents at 91.4 mills, while the few Clinton County residents will be adjusted to 8.0 mills. The board unanimously approved the budget by a vote of 9-0. Board President Joe Kovalcin thanked Business Manager Jason McMillen for a job well done on creating a balanced budget for the upcoming school year. The board heard from Brenda Ward, West Branch Band Booster representative, and Lester Smeal, West Branch Football Booster representative. Ward reported after months of meetings, the band and football boosters could not reach an agreement on what specials to sell at this year's football games. Ward said the football boosters would allow the band stand to sell a baked item, hot sausage sandwiches, chips, and various other items. Board member Mel Smeal said he thinks the band should accept the deal and prove themselves in the first year, and then could revisit the situation the following year. Board member Tim Kephart said he was concerned the board even had to hear these concerns in the first place, and that the board had to become the "mediators" in the situation. Board member Don Yontosh said he didn't want to get involved in an agreement when both concession stands are supposed to benefit the kids. Lester Smeal said it's in the policy book that all in-sport team have the rights to concessions first. However, Kovalcin said a more recent policy says the school board can dictate what is actually sold at games. Kovalcin went on to say that because Smeal is getting paid as football coach by the school and Band Director Jennifer Sproull is being paid to be the football band director, they both have equal rights to sell at the games. Finally after much discussion, a motion was passed by a vote of 7-2 that accepted a menu for the band boosters. Voting in favor were Kovalcin, Kephart, Larry Allen, Gerald Coble, Gary Miller, Rob Seprish, and Jennifer Kerlin. Voting against were Yontosh and Smeal. Technology Director Nik Bisko presented the board with some ideas on ways to save money while also becoming more technologically sound. Bisko suggested installing 10-14 large workstation printers, and then eliminating approximately 60 individual printers. Last year, the school spent approximately $9,000 alone in toner. Bisko said the new printers would cut down on cost per page and could save up to $3,000 each year. The school could also sell the old printers that are no longer needed.

The reason West Branch may be a tough team to beat over the next two and a half years is because of sophomore Caleb Walter .  This bigman is a load inside and he has also shown perimeter skills.  Walter plays quarterback on the football team but is also a skilled basketball player.  He scored over twenty points last night and gave the Regals a lot of problems. Because of my basketball background, I have to mention something that I feel Walter needs to work on.  Now he has great skills on the court, good strength, and athleticism but he really seems to show his emotions.  If he is not happy about a call, he makes sure that everyone knows.  I have been through this myself and realize later on that if a ref sees this, he won’t get any breaks for the rest of the game.  I couldn’t tell you if he gets that frustrated on the football field but it is something he needs to work on as he gets older.
